Since the commander is the one receiving experience it is normal not to gain experience in battles where the commander is not present. Allies that are participating but no leading a rally do not get experience since the commander is not present in the combat to receive that experience.
However, I will forward your suggestion to the rest of the team in order to be discussed and to see how we can use this idea to offer you and other players as well a better in-game experience. Maybe in the future allies will be able to add their commander as well to rallies so that they can receive experience as well. We will see what we can do. If any changes should be made eventually, we will make a public announcement.

Dear developers,
why only the player who has started a rally receives all commander exp? I know, only this player can send the commander, but it's limitation by you and the game. Everyone who joined the rally will lose his troops or kills/injures the enemies troops.
So why don't distribute the experience points among the participated players according to killed/injured troops?
