How is it possible that some bases are able to send out upwards of 20 trucks at once? Are there cheat codes to this game?

Should not be possible. It could be a glitch, lots of issues with deployments lately. Are all the trucks coming out of the base have yellow lines? Try to get a screenshot next time you see it and report it.
