The 2x daily reward feature is not working because the videos are unavailable. Also, the videos are unavailable to speed up building, research or production.
They actually updated the help and support section in game to explain why videos don't work sometimes. If you go to more then help and support and click on video you will get your answer. It's probably not what you will expect but at least is something.

Mine hasn't been working for 3 days straight now. I think it's a little more than what they have posted in the help and support section.
