This is the level of your Commander, not of your Base.
You can upgrade your Commander up to level 60 either by doing different actions which will give you Experience Points or by using Commander Experience Points Boosters from the Store.
Leveling up will give you more Skill Points to assign and it will ultimately influence your battles.
