The Headquarters sets the level of your Base. It is the center of your Base and it establishes your status in the Front. It also provides an overview of your Base’s economy. It cannot be demolished.
Leveling up your Headquarters will increase the number of marches you can send, as well as their unit capacity. It will also increase the Alliance Help you can receive in order to speed up your construction and researches.
